President Alvarez: the rebuild will take at least six months to a year

"I am not going to stand here and promise you weeks," President Alvarez said. "Our engineers have seen the freeway and the port. Rebuilding Los Santos properly will take at least six months, and more honestly, closer to a year."

The room went quiet. It is the first time either government has put a number on it, and it is far longer than many displaced residents had hoped.

"People deserve the truth," she added. "Half a job done fast would be worse than no job at all."

An aide has called time. Governor Carrow and President Alvarez thanked reporters and left together without taking further questions, despite shouted questions about the six months to a year estimate.

Q&A: what happens to Paleto Bay?

Asked how long Paleto Bay will have to carry a whole city, Governor Carrow said the State's offices would stay in Paleto Bay "until Los Santos is safe, and not a day less."

"Paleto Bay has been extraordinary," she said. "We will not forget it."

Q&A: who is paying for it?

Pressed on the cost of the deal and who will pay for it, Governor Carrow declined to give figures. "The full terms will be in the Gazette. I am not going to negotiate in a car park," she said, to some laughter.

President Alvarez added only that Coral Island was "not here to make money from anyone's misfortune."

Q&A: can people travel to Coral Island?

Asked whether the deal makes it easier to travel to Coral Island, President Alvarez was firm. "No change to transport policy has been decided yet," she said. "Until it is, nobody should travel to Coral Island without a valid permit and visa. Our Defence Force will stop anyone who tries."

She said any change would be announced by her government "properly, and in writing."

Carrow pressed on whether she agrees

Asked whether she agreed with the President's estimate, Governor Carrow paused before answering. "The President is being honest with you, and I respect that," she said. "I would rather tell you it will take a year and finish early than promise you a month and let you down."

She would not say whether the State had seen the same estimate before today.

President Lucy Alvarez spoke next. "When the ground shook in Los Santos, Coral Island felt it too," she said. "Many of our families have relatives on the mainland. We were never going to stand back and watch."

"Our crews are ready, our ships are ready and our harbour is open. Coral Island stands with you."

Carrow: the first Coral Island ships arrive next week

"The first cargo ships from Puerto Coral will arrive next week," the Governor said. "Coral Island engineers will start on the freeway and the port, because nothing else can move until those are open."

She said the State would publish the full terms of the agreement in the Gazette "as soon as both sides have signed," and asked residents not to try to return to closed parts of the city.

Governor Carrow is at the podium. "Thank you all for coming, and thank you to President Alvarez for being here," she began. "Los Santos has had a very hard week. Today I want to talk about how we get it back."

She thanked emergency crews and the people of Paleto Bay "for opening their doors to a whole city."

A small convoy has just pulled in. Governor Carrow stepped out first, followed a minute later by President Alvarez, who was escorted by officers from the Coral Island Defence Force.

The two leaders shook hands in front of the cameras but did not speak to reporters on the way in.

Press pack gathers outside the State offices in Paleto Bay

Camera crews and reporters are filling the car park outside the State's temporary offices on Paleto Boulevard. A podium has been set up with the San Andreas and Coral Island flags side by side.

State staff are handing out a one-page briefing that repeats the terms already announced: Coral Island crews, machinery and cargo ships for the rebuild, and the State's recognition of Coral waters, including Antigua.

There is no word yet on whether either leader will take questions.

Coral Island and San Andreas to hold joint press conference

The State of San Andreas and the Government of Coral Island will hold a joint press conference in Paleto Bay within the next half hour, Weazel News understands.

Governor Diane Carrow and Coral Island's President, Lucy Alvarez, are both expected to speak. It will be their first appearance together since the two governments agreed that Coral Island would help rebuild Los Santos.
