Lucy Alvarez, President of the Government of Coral Island and owner of the Rigged casino business, has been seen inside Los Santos, the city that has been closed and cordoned since the earthquake of Friday 25 September, according to readers and evacuees who have contacted Weazel News. They say she was in the company of another woman, blonde, whom Weazel News has not been able to identify.

She has also been seen in Paleto Bay, where thousands of evacuees from Los Santos are now staying, according to several people who told us they recognised her there in the last few days.

What nobody has been able to show us is how she arrived. Travel between Coral Island and San Andreas runs through Los Santos International, and Los Santos International sits inside the cordon. Weazel News has found no record of a flight bringing her in.

The State will say very little. A spokesperson for the Office of the Governor said the State had “no further comments” on Lucy Alvarez being in Los Santos, and that it is “perfectly legal”, as a dual resident, for her to be in Paleto Bay. This investigation is only beginning.

What we have been told

The first account reached the Weazel News tip line over the weekend. A reader who has been working inside the cordon, and who asked not to be named, said they saw Ms Alvarez in Los Santos with a blonde woman and recognised her from her public appearances. Two further readers sent similar descriptions of the pair inside the city. Weazel News has not been able to verify these accounts independently, and we are not publishing the details of where they were seen while we continue to check them.

In Paleto Bay, Dani, who has been staying in a motel on the Great Ocean Highway since she left her flat in Vespucci on Friday night, said she saw Ms Alvarez on Paleto Boulevard. “I knew the face straight away,” she said. “Everyone up here has seen those casino adverts. I just thought, what is she doing here, of all places, this week?” Another evacuee, Tom, said he saw her in the town on a separate occasion but did not see who she was with.

What we can confirm is limited. Several people, independently of each other, describe seeing the head of a neighbouring government in two places on the mainland during a declared emergency. We cannot yet confirm the dates, how long she has been here, or where she is staying.

No flight, no record

Coral Island’s own immigration rules are plain about how the journey works. Its Department of Immigration and Citizenship says every traveller must hold an authorised visa, residence permit or certificate of citizenship, pay the fee at the immigration desk at Los Santos International and present their visa when they fly. Immigration checks each traveller’s status at Los Santos International before departure, and arrivals are recorded at the island airstrip.

Every one of those steps runs through an airport inside a city that has been closed since Friday night, with checkpoints still in place on its main roads. Weazel News has found no record of a flight bringing Ms Alvarez in, and no reader has told us of seeing one.

That leaves questions only the people involved can answer. How did she enter San Andreas, and when? Did she pass through any immigration or border check on the way? If she is a dual resident, as the State says, was she already on the mainland when the earthquake struck? We are not suggesting that she broke any law. We are asking how the journey was made, because the published rules do not explain it.

Why now, and why Paleto?

Nobody has explained what business brings the head of Coral Island’s government, who also owns Rigged, to the mainland during an emergency, or why she has been seen in Paleto Bay while thousands of evacuees wait there to go home. Rigged advertises a VIP Club with invite-only nights on Coral Island and visas sponsored by the company. We mention it as context only: we have no information that her visit is connected to it.

Nor do we know who the woman with her is. Weazel News has not identified her, and we will not guess at her name or at the nature of their acquaintance.

The State’s answer raises its own question. Its spokesperson spoke about Paleto Bay and called it “perfectly legal”. On Los Santos, where residents themselves are still not allowed home, the State had “no further comments”. It did not say why.

Who we have asked

Weazel News has asked the Government of Coral Island and Rigged Gaming Ltd how Ms Alvarez travelled to San Andreas, why she is here, and who is travelling with her. Neither had replied by the time of publication. We have also asked the Office of the Governor whether anybody gave her permission to enter the evacuation zone. We will publish any replies in full.
